What the Toolbox Will Actually Contain

The EU Drone Security Toolbox is still under development and will only be released in the third quarter of 2026. A Coordinated Security Risk Assessment Methodology

In fact, to strengthen preparedness further, the Commission plans to release a set of guidelines for critical entities under Directive (EU) 2022/2557 (Critical Entities Resilience Directive), which will also provide detailed suggestions on how to deal with drone threats.

This is a major linkage. The European Union’s Directive on the Resilience of Critical Entities (CER) sets a deadline for Member States to select their critical entities across 11 different areas by 17 July 2026, after which the selected entities are given 9 to 10 months to evaluate and reduce the risks posed by them. For most of these entities, drone threats will be one of the risk factors that need to be addressed and minimised.

The CER guidelines in the toolbox will provide a blueprint for newly designated critical entities to incorporate drone-specific components in their mandatory risk assessments without developing the methodology from scratch.

A Reference Standard for Counter-Drone System Performance

Alongside the risk assessment element, the toolbox also aims to offer reference standards for counter-drone system capability. For example, it would specify the detection range, sensor configuration, response time, and integration requirements deemed suitable for various site classifications and threat levels.

By the end of 2026, the Commission is set to issue suggested, voluntary performance standards for counter-UAS systems. The toolbox and these performance standards are meant to be introduced in tandem, providing the operators with both the threat assessment method and the system performance benchmark at the same time.

Who the Toolbox Is For

The EU Drone Security Toolbox is aimed primarily at three groups:

1. Member State Governments and National Authorities

The toolbox offers a joint structure for national authorities to adopt in their own national counter-drone policies. This will help bring together the different member states in a more consistent way without the need for harmonised legislation so far.
